Navigating the complexity of the Bipartisan Infrastructure Law

The US Bipartisan Infrastructure Law (BIL)1 provides $1.2 trillion in federal investment to improve the nation’s infrastructure, from transportation systems and power grids to broadband and other public works. Roughly half of the funding—$550 billion in new spending—will flow into state and local governments over the coming years.

This money could improve the lives and livelihoods of Americans and enable state and local governments to realize their long-held infrastructure aspirations—if government leaders can navigate the plethora of information available on some 400 BIL programs administered by more than 60 federal agencies.2

In dozens of conversations with state and local infrastructure agency leaders, we have repeatedly heard that keeping track of BIL-related information as it becomes available is a major challenge. To help government leaders tackle it all, we have developed the BIL Navigator, a digital tool that captures the most critical BIL-related information—including program deadlines and requirements—on a single, easy-to-use platform.

A database of more than 20,000 discrete elements powers the BIL Navigator. The database uses artificial intelligence to analyze the law’s 1,000-plus pages of text, as well as additional research we’ve conducted on BIL’s approximately 400 programs. It is continually updated as the federal government releases new information about them.
